A concern for environmental protection is becoming increasingly evident in public procedures, as a means of securing the Constitutional right to a suitable environment for the development of individuals, and of expressing the Constitutional mandate to ensure a rational use of natural resources.

As a result, the legal system has gradually developed mechanisms for the public regulation of activities capable of altering the environment, based on the authorization and control of activities, as well as on the establishment of proceedings for the management and exploitation of natural resources. The aim is to ensure that activities and operations are carried out with respect to natural values.

The legal framework covering all these matters is extremely complex; the range of operations and activities that can alter the environment is very wide, and the status and origin of the regulations in force is diverse, comprising EU law, national, regional and even local law.
